I recently learned that there is a proposed tax credit to reimburse people 80% of the cost of spay/neuter of their pet in NYS, up to $200. Senate Bill S473.
It has recently (as of 3/13/2026) been referred to Budget and Finance. So, so far, there is no indication of how it will be funded.
IF the funds come from the state general fund and NOT from The New York State Companion Animal Capital Fund (CACF), I'm all for it. IF there are unused funds each years in that Fund, I might also be for it. But if it takes away from money this Fund gives yearly to help our local animal shelters improve their buildings and programs, I'd need more info about the overall cost.
A) Where will the funds come from
B) Will the availability of the tax credit be clearly featured in the NYS income tax form so people are reminded to use it at tax time
C) What documentation will be required? Will a simple receipt work, or will veterinarians have to provide additional tax documentation to their clients who pay for spay/neuter?
D) Will NYS veterinarians be notified so they can include on their receipts that they should be saved as a tax document in order to claim the credit.
E) Will people be able to claim the credit if they get their pet spayed or neutered in an adjacent state (for example if people in the Southern Tier use a PA vet, etc.)
F) Will the only cost of the program be the money credited to taxpayers, or will there be a large program support cost (notifying veterinarians, etc.)
